Therefore, I would recommend a slight variation in your fourth precept;  Bureaucracies are the enemy of creative innovation, unless appropriately controlled through mandatory budgeted directives.  This places the burden for providing protections inherent in reciprocal liberty back with the citizenry where it will live or die based on their electoral decisions.  In my mind, to be successful, the concept of reciprocal liberty must be well enunciated in the social/educational structures of the society.  Application of the concept by the citizenry in the electrol process then helps define what is appropriate control of the bureaucracies.   If on the other hand, the majority believes that government is better at determining how society should be controlled, then there is always the concept of the loyal opposition.  An opposition built on constructive alternatives not destructive methodologies.  After all, I still believe in first, do no harm, then do good (and as a faithful Methodist, stay in love with God).</description>

Or the 10 million dead Iraqis.

Or is an induced dark age in select countries preferable to some imaginary vampiric one?</description>
